
CAN I TRANSFER PAYPAL MONEY TO MEMBERS WHO LIVE IN OTHER COUNTRIES?
PayPal lets you send money to another PayPal users even if they live in other countries. There are some PayPal restricted countries which cannot receive funds from other PP members. These countries are:

I face restrictions with Paypal payment gateway as you rightly explained…
I am thinking of setting up a paypal email adress with the true physical adress and local bank account of my business in cameroon…
I checked at the paypal website explanations “paypal offerings worldwide” for my country cameroon they say:
-that paypal account could send funds without sharing financial information (through visa, mastercard, discover etc.)
-make and “receive” payments in the currency you select
My sole worry is the diffrence in meaning between the ability to “receive” payment and “receive funds” quickly from anyone with a paypal email adress…
Is there a difference between these tow expressions ? “receive payments” and “receive funds” ? (I am not sure)
Such an account wouldn’t be able to withdraw funds to a local bank account in cameroon (I understand that) but this is what I plan to do to bypass that restriction…
Then I could set up some bogus article on envato marketplace and sell it to my myself to withdraw funds to my account from paypal account as you explained in another article.
Do you think it could work?

Hello, Sylvain. As I understand, Cameroon is currently restricted from receiving funds in PayPal. As for your question, there are no differences between “receive payment” and “receive funds. As for Envato, you will need to develop something truly functional in order to get your product approved for sale on Envato. If you have something original and unique, then, Envato might approve it. Keep in mind that the reviewing process on Envato lasts at least 21 days. Thus, you will need to wait a little bit. Also, I recommend trying http://www.bestchange.com . No matter what you use to withdraw your money from PayPal, you will definitely lose a lot of your money during the withdrawal process. Sometimes, the lost money might be equal to your net profit. In your situation, I’d recommend not to use PayPal. Of course, without PayPal, you won’t be able to trade on eBay. However, there are still loads of different online stores that accept PayPal alternatives such as Amazon payments and others.

Humm… From your answer now that there is no way I could (directly) have paypal with my local cameroon bank account on my website to at least receive funds within the online paypal account from buyers (even if I planned to use another way to “pretend a purchase on some other website for my service/product” so as to transfer the funds from my paypal account to my local bank account (through that website where I would pretend to buy my service) and circumvent the restriction whereby Paypal refuses to allow directly withdrawing to local bank account in my country…)
But the problem is that Paypal is so widespread online and having a website without paypal payment gateway is simply disheartening… I will have to keep looking for some proxy service to have that paypal ability on my site…
You know, I have a relative in the United States that I contacted on this issue of using his paypal adress (and then his US bank account) to collect my payments on my website… But he complained that the US IRS keep poking their nose everywhere to collect taxes and it might get him into serious for those unexplained “funds” that he would collect in his bank account on my behalf and then wire transfer them to me if the arrangement would be concluded… However I understood his concerns and he truly wanted to help me out… (He is legally living there) and eventually I felt it would be unfair to force him to do things that would have gotten him into trouble with with US taxation authorities. On the other hand registering the business in the US to have a legitimate bank account there would incurr additional taxes and fees… so I gave up on that path…
In the meantime I am studying the possibility of using payoneer to set up credit card payment gateway on the site. It is a website where I plan on selling ebooks.
But I have not yet given up on paypal, so many people use it online that it would simply limit my sales if that option is unavailable on the website. (I wonder how those who face the same restriction with me do to have paypal on their website?)
There must exist some spefically geared service for this solution.
